Overview

"Renewal" is really a reissue — and that detail matters

India does not extend passports. When your booklet expires, fills up, gets damaged or needs a detail changed, you apply for a reissue: a completely new passport with a new number and full fresh validity. The old one is cancelled and handed back to you. The Passport Seva portal never uses the word "renewal" — the application you want is "Re-issue of Passport", and picking the wrong application type is one of the avoidable errors we see. The practical consequence: because a reissue produces a new booklet, it is also the moment to fix anything else — a surname after marriage, a new address, an ECR status you have outgrown. Bundling changes into one reissue costs one fee; doing them one at a time costs one fee each. Part of our consultation is simply asking what else should change while the booklet is being replaced anyway.

Reasons a reissue applies, all handled through the same application: validity expired or about to expire; lost or stolen booklet; damaged booklet; exhausted pages; change of name; change of address; date of birth correction; and conversion from ECR to Non-ECR status once you hold a qualifying document.

Timing

When to renew: earlier than you think

Nothing stops you from using a passport until its last day. But in practice a passport in its final months is already losing usefulness: visa processes and airlines commonly expect validity extending well beyond your travel dates, and some visa categories are simply unavailable to a passport nearing expiry. The pattern we see every travel season is the same — the passport is technically valid, the trip is booked, and the visa checklist quietly makes it a crisis.

So the sensible rule is: renew comfortably before expiry, and always before you commit money to travel. Applying early costs you nothing extra — the reissue fee is the same whether you apply a year before expiry or a year after — and a clean reissue is among the faster passport services because verification is often lighter for applicants with an unblemished record and unchanged details.

Renewing before a visa application

If a visa application is your reason for renewing, sequence matters: finish the reissue first, then apply for the visa on the new booklet. Visa applications generally ask for the passport that will actually travel.

Expired booklets

Already expired? The door is still open

An expired passport — recently or long ago — is reissued through the same online application. The fee schedule has no late penalty, and holding an expired passport is not an offence. What changes with a long gap is scrutiny: where details have changed since the old booklet, or where the old verification is stale, the passport office may order fresh police verification rather than the lighter treatment a just-in-time renewal often receives. That is the office's call, made case by case.

What you must not do is treat a long-expired passport as if it never existed and file a "fresh" application. The system links records, and non-disclosure of a previous passport is suppression of information — a ground for refusal under the Passports Act, and a much bigger problem than the reissue you were trying to avoid. If your old booklet is missing rather than expired, that is the lost passport route, which needs a police report and an Annexure F affidavit.

Documents

Documents for a straightforward renewal

For a reissue with no change in particulars, the file is short:

  • Original old passport
  • Self-attested photocopies of the first two and last two pages
  • Self-attested photocopy of the ECR/Non-ECR page
  • Self-attested photocopy of any page of observation made by the passport authority
  • Self-attested photocopy of any validity-extension page, if present
  • Proof of present address — only if your address has changed since the old passport
  • Government/PSU employees: NOC (Annexure G) or Prior Intimation letter (Annexure H)

Every detail change adds its own evidence on top: a marriage certificate or joint declaration (Annexure J) for a marriage surname change, a certified divorce decree to revert a name, new address proof for a move, documentary proof for a date-of-birth correction. The reissue process, start to finish

  1. Case reviewWe look at your old passport and what (if anything) is changing. This determines the annexures, the evidence and the realistic timeline.
  2. Online applicationWe fill "Re-issue of Passport" on the Passport Seva portal under your account, entering your old passport's details exactly, and you pay the government fee online.
  3. AppointmentWe help you book PSK Vadodara or a convenient POPSK, and assemble your file — old passport, copies of its key pages, and any change evidence.
  4. PSK visitStandard three-zone flow: scanning, photo and biometrics; document verification; granting decision. Your old booklet is taken for cancellation and returned to you cancelled.
  5. Verification, if orderedClean reissues often get post-issue verification or none; changed details usually mean fresh verification at your present address.
  6. DeliveryThe new booklet arrives by Speed Post. Check every printed detail on arrival — corrections are far easier to raise immediately.

One habit worth adopting when the new passport arrives: update linked records that quote your old passport number where required, and file the cancelled booklet with your permanent documents. Old passports carry your visa history and are asked for surprisingly often.

Reissue fees are identical to fresh passport fees for the standard categories; lost and damaged booklets sit in a costlier category of their own:

Fees apply to applications submitted on or after 1 July 2026 under the Passports (Amendment) Rules, 2026 — the first revision since 2012, so most older references are wrong. Minor reissue is ₹1,750 normal (36 pages). The reported 10% concession for young children and seniors applies to fresh applications, not reissue. Passports are issued solely by the Ministry of External Affairs through Passport Seva, and every timeline on this page is indicative. Is passport renewal different from reissue?
In everyday speech people say renewal; the Passport Seva portal calls the same thing "Re-issue of Passport". How much does passport renewal cost in 2026?

My passport expired years ago. Can I still renew it?
Yes. An expired passport is reissued through the same online application; there is no separate penalty fee in the fee schedule for late renewal. Expect the passport office to decide the police verification mode based on your case — a long gap or changed details can mean fresh verification.
When should I renew my passport?
Do not wait for the expiry date. Visa processes and airlines commonly expect your passport to stay valid well beyond your travel dates, so a passport in its final months is already a practical problem. Renew ahead of expiry, and before booking non-refundable travel.
What documents do I need for renewal?

Will there be police verification for a renewal?

Do I get to keep my old passport?
The old booklet is cancelled and returned to you. Keep it safely — old passports carry your visa history, and some visa applications ask for previous passports.
Can I change my name, address or other details during renewal?
Yes — reissue is exactly how details are changed, since passports are never amended by sticker or endorsement. Each change needs its own supporting documents: marriage certificate or Annexure J for a marriage surname change, new address proof for address change, and so on. My passport pages are full but it has years of validity left. What now?
Exhausted pages are a standard reissue reason. You apply for reissue and receive a new booklet — consider 60 pages this time — at the normal reissue fee. There is no page top-up option.
Is the 10% fee discount available on renewal?
As reported under the revised schedule, the 10% concession for children up to 8 and seniors above 60 applies to fresh applications, not reissue. Confirm on the official fee calculator, as concession rules are applied by the system at payment.
Can I renew on Tatkal if I have urgent travel?
Reissue under Tatkal is possible for eligible cases and is often the fastest passport service of all, since clean renewals typically get post-issue verification. The Tatkal fee is significantly higher and acceptance is at the passport office's discretion — see our Tatkal page before deciding.
