How a passport application for a child works

Every Indian below 18 applies in the "minor" category on the Passport Seva portal. The application itself looks similar to an adult one, but three things change: the child's passport has a shorter validity, the fee is lower, and — the part that causes most of the confusion — the parents must give formal consent through prescribed annexures.

Validity

How long a minor's passport lasts

A minor's passport is valid for 5 years, or until the child turns 18 — whichever comes first. A passport issued to a 16-year-old therefore expires at 18, not five years later. After 18, a fresh adult passport is needed.

One useful option: minors aged 15 to 18 may apply for a full 10-year passport at the adult fee instead — for a 17-year-old, often the smarter buy than a minor fee now and an adult fee within a year. Confirm the option and amount for your child's age on the official Fee Calculator.

Minors also automatically fall in the Non-ECR category, so no emigration-check endorsement issues arise while the child is under 18.

Documents for a minor passport

Originals plus one set of self-attested photocopies go to the PSK. The child's own paperwork is light; most proofs come from the parents.

  • Child's date-of-birth proof — birth certificate, school certificate showing DOB, or Aadhaar (per the accepted list)
  • Present address proof in the parent(s)' name — Aadhaar, utility bill, bank passbook, rent agreement and similar
  • Parents' passport copies, if held — ideally with spouse names endorsed; otherwise the marriage certificate helps link the couple
  • Annexure D signed by both parents (standard case)
  • Annexure C where both parents' consent cannot be obtained
  • Recent photograph for children under 4 — a 4.5 × 3.5 cm photo on a white background may be asked for; confirm the current photo instruction on the portal

Fees were revised by the Passports (Amendment) Rules, 2026 for all applications submitted on or after 1 July 2026. Many websites still show old rates; the current minor fees are:

Two caveats: a 10% discount on the normal fee has been reported to continue for fresh applications for children up to 8 years (conditions apply), and the 60-page rate for minors is not separately confirmed in our sources. Pitfalls

Where minor applications go wrong

  • Wrong annexure for the family situation — filing Annexure D with one signature missing, when the case needed Annexure C
  • Name spelling mismatches — the child's name differing between birth certificate and school records, or a parent's name differing across Aadhaar and passport; fix documents first (see name mismatches between passport and Aadhaar)
  • Address proof in the child's name — unnecessary; proofs are accepted in the parents' names
  • Parents' passports without spouse names — endorsed spouse names simplify things; otherwise carry the marriage certificate
  • Assuming a 5-year validity for a 17-year-old — it expires at 18; the 10-year adult-fee option is often the smarter buy
  • Booking the appointment before documents are ready — repeated reschedules can lapse it

Both are handled as applications on the Passport Seva portal; an expiring minor passport goes through the reissue route with the old passport submitted. Consent annexures are still required because the applicant is still a minor.
Can a minor passport be made under Tatkal?
Yes, minor applications can be filed under Tatkal at the higher fee (₹4,250 for 36 pages under the July 2026 schedule), subject to the passport office accepting the Tatkal request. The Tatkal difference is typically collected once the request is accepted.
Is a minor's passport ECR or Non-ECR?
Minors under 18 fall in the Non-ECR category. Remember the passport itself expires at 18 at the latest, after which a fresh adult passport is needed.
