Three verification modes — and why yours matters

Every passport application is assigned one of three verification modes by the passport office. Pre-verification — police report before the passport is granted — is the default for most fresh, first-time applications. Post-verification — passport issued first, police verify afterwards — is typical for Tatkal applications and many reissue cases with a clean record. And no verification applies to certain reissues where a clear earlier PV exists and nothing material has changed, and to government servants routing through the prescribed identity certificate or NOC annexures. The current matrix is published by Passport Seva; confirm your own case on passportindia.gov.in, since the mode is ultimately the granting officer's call.

Why it matters: your verification mode largely determines your timeline. A post-PV Tatkal reissue can be dispatched within days of the appointment; a pre-PV fresh application waits for the police report — indicatively one to three weeks for that stage alone, and longer when a file needs a second visit. The visit

What the officer is there to establish

A verification visit is shorter and more routine than most applicants fear. The officer from the police station covering your present address — in Vadodara, your local thana; many Gujarat stations file reports through the mPassport Police app — is establishing three things:

  • Identity. That the person at the address is the person in the application — checked against Aadhaar, photographs and the application details.
  • Residence. That you genuinely live at the stated address — physical presence, documents tied to the address, and sometimes a word with neighbours or the landlord.
  • Record. Whether any criminal case, pending proceeding or adverse history is associated with you locally.

Keep a single folder ready from the day of your Kendra appointment: ARN acknowledgement, Aadhaar, the exact address proofs cited in the application, two passport-size photos, and your rent agreement if you are a tenant. An officer who finds everything ready writes the report the same day; one who has to return does not.

Preparation

Preparing your address file — three common situations

You own your home

The straightforward case. Make sure the address proof you cite — Aadhaar, electricity bill, gas connection, bank passbook — matches the application address exactly, down to the flat number and spelling. Small mismatches ("K-117" vs "K 117, First Floor") are usually tolerated, but a proof at a different address is not.

You are a tenant

Tenants clear PV every day; unprepared tenants generate re-visits. Have a rent agreement in your own name (registered or notarised carries more weight than a plain print), plus something ongoing at the address — a postpaid bill, broadband bill or bank statement. Tell your landlord and a neighbour or two that a verification visit may come; "nobody here knows this person" is exactly the remark you do not want in the report. You moved within the last year

Apply from your present address — the one where you can actually be found — and declare your previous addresses for the preceding year in the form, as it requires. Do not be tempted to use a parental or "permanent" address you no longer occupy: the officer visiting an address where you do not live is the fastest route to an adverse report. If your stay is very recent, build the paper trail now — rent agreement, bank address update — before the appointment, not after.

Delays

What actually delays police verification

  1. Applicant not found at the addressThe single biggest cause of delay and adverse remarks. If you travel for work, share your movements with family at the address and keep your phone reachable — officers commonly call before visiting.
  2. Documents that do not match the applicationAn address proof with a different address, an old name after a name change, a missing rent agreement. This is the delay we eliminate before filing.
  3. Very short stay, no trailWeeks-old tenancies with no supporting documents make officers cautious. Declaring the prior-year addresses honestly, with proofs, resolves most of it.
  4. A required second visitAnything missing at the first visit means the file waits for another slot in the officer's rounds. Preparation exists to make the first visit the only visit.
  5. Station workloadSome weeks the thana is simply busy. This one is outside everyone's control — which is why the controllable causes above are worth removing.

Tracking

Following your PV from the outside

Use Track Application Status on passportindia.gov.in or the mPassport Seva app, with your file number and date of birth. The statuses you will see, in order: application submitted → police verification initiated → police report received → passport granted → printed and dispatched by Speed Post. "Initiated" means the request has gone to the police station; if it sits there well beyond the indicative one to three weeks, a polite enquiry at the local station — you, in person, with your ARN — is legitimate and often clarifies things. What we cannot do — in plain words

No one can "manage" police verification

  • We cannot influence the police report — not its outcome, not its speed. Verification is a sovereign police function, and any agent claiming a "setting" at the thana is describing something that is at best false and at worst illegal. Walk away from such offers.
  • We cannot change your verification mode. Pre-PV, post-PV or no-PV is decided by the passport office under its rules, not by us and not by you.
  • We cannot fix a pending criminal case. Under the Passports Act, 1967, pending proceedings can block issuance; that needs legal advice and possibly court permission, which is beyond a documentation service.
  • What we can do — and do well — is ensure the police find exactly what they expect to find: a reachable applicant, a consistent address file, complete papers. That is what turns PV into a formality.

What is the difference between pre and post police verification?
In pre-verification, the police report is completed before the passport is granted — the default for most fresh applications. In post-verification, the passport is issued first and police verify afterwards — typical for Tatkal applications and many reissue cases with a clean record. Some reissue cases with a clear earlier verification need no PV at all; the exact mode for your case is decided by the passport office.
Who conducts passport police verification?
The police station covering your present address. An officer visits or calls you to the station, checks your documents and confirms you actually live where you claim. Many states, including Gujarat, use the mPassport Police app, which speeds up report submission.
What do the police actually check during verification?
Broadly three things: that you are who you claim (identity documents), that you genuinely live at the stated address (address proofs, physical presence, sometimes neighbour or landlord confirmation), and whether any criminal record or pending case is linked to you at that address.
What documents should I keep ready for the police visit?
Your appointment/ARN acknowledgement, Aadhaar, the address proofs you cited in the application, passport-size photos, and any supporting papers such as a rent agreement. Keep originals and a photocopy set together so nothing is missing when the officer arrives.
I live in a rented flat. Does that cause problems?
Tenancy itself is not a problem — an unprepared tenancy file is. Keep a registered or notarised rent agreement in your name, ideally a utility or postpaid bill at that address, and let your landlord know a verification visit may happen. Applications where the applicant is unknown to the landlord or neighbours are the ones that attract adverse remarks.
I moved recently. Which address should I use?
Your present address — the one where you actually live and can be found. If you have been there under a year, the application form asks for your previous addresses for the preceding year. Do not use a parental or permanent address you no longer occupy; not being found at the stated address is a classic cause of adverse verification.
What commonly delays police verification?
The applicant not being available at the address, address proofs that do not match the application, very short stay at the present address with no prior-address trail, workload at the police station, and files that need a second visit because documents were missing the first time. Preparation removes the causes you can control.
How long does police verification take?
Indicatively one to three weeks, faster in areas using the mPassport Police app, slower where a re-visit is needed. It is the single most variable stage of the passport timeline, and no one can promise a date.
How do I track my police verification status?
Use Track Application Status on passportindia.gov.in or the mPassport Seva app with your file number and date of birth. Statuses move from submitted to police verification initiated to report received, and then to granted and dispatched.
What happens if my police report comes back adverse?
The passport office may seek clarification, ask for re-verification or refuse the application, depending on the reason. Address-related adverse reports can often be cured by re-applying with a properly documented address file. Case-related matters may need legal steps such as court permission — those go beyond documentation help.
