Who this page is for

This page covers adults (18 and over) applying for an Indian passport for the first time. If you are applying for a child, the rules on consent and documents differ enough that we keep a separate minor passport page. If you have ever held a passport before — even an expired one from decades ago — you are a reissue case, not a fresh applicant, and saying otherwise on the form counts as suppression of information.

Eligibility itself is simple: you must be an Indian citizen. There is no minimum education, income or travel requirement. What trips people up is not eligibility but evidence — the application asks you to prove your present address and your date of birth from specific lists of acceptable documents, and to present everything in person at a Passport Seva Kendra. Documents for a fresh adult passport

You need one proof of present address and one proof of date of birth, carried in original with one set of self-attested photocopies. The commonly accepted options:

Two notes worth knowing. First, since the 2016 rules amendment, a birth certificate is not the only acceptable date-of-birth proof, whatever older guides say. Second, if you have lived at your present address for less than a year, the form asks you to declare every address from the preceding year — answer it accurately, because police verification follows the form.

Booklet choice

36 or 60 pages — a one-time decision worth ten seconds of thought

The application asks you to pick a booklet size, and the choice is permanent for that passport's life. Under the fees effective 1 July 2026, the 36-page booklet costs ₹2,500 and the 60-page booklet ₹3,500 under normal processing — a ₹1,000 difference for ten years of validity.

For most first-time applicants, 36 pages is plenty: a page can absorb several visa stamps, and occasional holidays will not come close to filling it. Choose 60 pages if your work or family situation points to frequent international travel — merchant navy aspirants, IT professionals expecting onsite rotations, business travellers to visa-on-arrival countries that stamp generously. The reason to think ahead is that a passport with exhausted pages cannot be topped up; it needs a full reissue at full fee, with fresh photographs, forms and possibly verification.

Process

How the application actually runs

  1. Create your Passport Seva accountOn passportindia.gov.in or the mPassport Seva app, registered against the passport office for your present address — RPO Ahmedabad for the Vadodara region.
  2. Fill the fresh passport applicationThe online form covers identity, family, address history, education, ECR status and other particulars. We fill it with you, because this is where most future objections are born.
  3. Pay and book the appointmentOnline payment of the government fee is mandatory to book. You select a slot at PSK Vadodara or a nearby POPSK — we help you pick a realistic date and time.
  4. Attend the PSKCarry the appointment confirmation with your ARN, plus originals and one set of self-attested photocopies. Inside: token, then Zone A (scanning, photo, biometrics), Zone B (verification), Zone C (granting decision).

Verification

What to expect from police verification

First-time applicants usually go through pre-issue police verification: after your PSK visit, the police station covering your present address receives your particulars, and a constable or officer either visits your home or asks you to attend the station with originals. In Gujarat, as in many states, the mPassport Police App has made reports noticeably faster than the old paper flow.

Verification checks are ordinary things done carefully: that you live where you said, that your stay matches your declaration, that neighbours or the landlord recognise you, and that no criminal proceedings are pending against you. The common failure modes are equally ordinary — nobody home on repeated visits, a rented flat where the landlord will not confirm the tenancy, or a form address that differs from where you actually stay. Pending court cases

If any criminal proceedings are pending against you, disclose them. Under the Passports Act, 1967, pending cases can block issue, and suppressing them is itself a ground for refusal and penalties. Applicants in this position may need court permission first — take proper legal advice before applying.

Pitfalls

First-timer mistakes we see most often

  • Spelling drift. "Nayak" on Aadhaar, "Naik" on the school certificate. The passport office treats these as different names. Resolve the mismatch first — see our guide to name mismatches across documents.
  • Expanding or abbreviating names. Writing your full father's name on the form when documents show initials, or vice versa.

Is a birth certificate compulsory for a fresh passport?
No. Since the 2016 amendment to the Passport Rules, date of birth can be proved with any one document from a wider list — school leaving or matriculation certificate showing DOB, PAN card, Aadhaar, driving licence, Voter ID and others. Check your case on the official Document Advisor.
Should I choose 36 or 60 pages?
36 pages suits most first-time applicants. Choose 60 pages (₹1,000 more under normal processing) if you expect frequent international travel or visa-heavy work trips, since exhausting your pages later forces a full reissue at full fee.
I have lived at my current address for less than a year. Is that a problem?
Not a problem, but the form asks you to declare all addresses for the preceding year, and police verification may involve more than one address. Declare accurately — mismatches between the form and reality are a classic verification failure.
Will police definitely visit me for a fresh passport?
For most first-time applications, police verification happens before the passport is issued — typically a visit or a call to attend the police station of your present address. Some categories differ; the exact mode for your case is decided by the passport office.
How long will my first passport take?
Indicatively, fresh applications with prior police verification commonly take from about two weeks up to 30–45 days after the appointment, with verification being the variable part. Printing and Speed Post delivery add roughly 3–7 working days. These are typical ranges, not promises.
Can I file the application myself and just have you check it?
Yes. Some clients prepare their own application and use us only for a document and form review before payment and booking. The fee is the same ₹499, because the checking is most of the work.
What happens at the PSK appointment?
You take a token, then move through three counters: Zone A scans your documents and captures your photo and biometrics, Zone B verifies the documents, and Zone C's Granting Officer takes the decision. With a complete file the visit is typically a single trip.
Is there any fee concession for senior citizens or young children?
A 10% concession on the normal fee has been reported for fresh applications by children up to 8 years and senior citizens above 60 under the revised schedule. Confirm eligibility and the exact amount on the official fee calculator before paying.
My documents show two different spellings of my name. What should I do first?
Resolve the mismatch before applying — usually by correcting the odd document out (Aadhaar or PAN correction), or through a formal name change with Gazette publication where the difference is real rather than clerical. We handle both routes and will tell you which applies.
Do minors follow this same process?
Broadly yes, but with extra requirements: parental consent via Annexure D (or Annexure C in special situations), address proof in the parent's name, and validity of 5 years or until age 18. Our minor passport page covers it in detail.
Will my first passport be ECR or Non-ECR?
