Why consent is the heart of a minor's application

A minor cannot legally apply on their own, so a passport for a child is really an application made by the parents or guardian on the child's behalf. Because a passport enables international travel, the passport authority takes consent seriously: it wants to be sure that those with parental responsibility agree to the child holding one. That single concern shapes almost every rule below.

In the ordinary case — two parents, no dispute — this is straightforward: both parents declare their consent, and the application proceeds like any other. The rules become more detailed only when the family situation is not the ordinary one, which is exactly where people get stuck. The good news is that the system anticipates single parents, separated parents and guardians, and provides a defined route for each. The task is to identify the right one and complete it accurately.

Throughout this guide we name the historical annexure labels for orientation, but we deliberately hedge them, because the passport office periodically re-letters and updates its forms. Single parents and unavailable consent

Life is not always the standard case, and the rules provide for that. Where the consent of both parents cannot be obtained — a single parent, separation, a parent living abroad and unreachable, or a parent who will not sign — a different declaration is used in place of the both-parents form, historically issued as Annexure C. It records the circumstances and the applying parent's declaration.

A few important points that people often misunderstand:

• A single parent can absolutely apply. Single parenthood is not a barrier; it simply routes you to the appropriate declaration rather than the both-parents one.
• Father's name is not always mandatory. Under rules eased in 2016, a child born to a single mother can carry the mother's name alone, and the father's name need not be furnished in such cases. Confirm the current wording for your situation on the official site.
• The exact form matters. Using the both-parents declaration when only one parent is available, or vice versa, is a common cause of a bounced application. Match the declaration to the real situation.

Because these declarations carry legal weight, they must be completed truthfully and consistently with the rest of the application. This is precisely the kind of drafting where a careful check prevents a rejection — but it is also something an organised parent can do themselves using the official specimen.

Validity, age bands and when you may not need us

A few essentials that shape planning for a child's passport:

• Validity. A minor's passport is generally valid for five years or until the child turns 18, whichever is earlier.
• The 15–18 option. A minor aged 15 to 18 may instead apply for a full 10-year passport at the adult fee — often the more economical choice near that age.
• A new passport at 18. Minors automatically hold non-emigration-check status, but a fresh passport is required once the child turns 18 or the booklet expires.
• Fees. Minor passport government fees were revised from 1 July 2026; confirm the current figure on the official Fee Calculator.
