What we handle — and what only the RTO can do

A driving licence in India is governed by the Motor Vehicles Act and issued by the Regional Transport Office — for Vadodara city, the RTO under code GJ-06. Every application connected to it, from a teenager's first learner's licence to a 30-year-old licence renewal, runs through the government's Sarathi portal. That portal is genuinely capable, and it is also exactly where most applications go wrong: a name that does not match Aadhaar, an address proof the system will not take, a slot booked at the wrong office, a fee paid under the wrong service head.

Our role sits precisely in that gap. We prepare the documents, complete the Sarathi application, book the test slot, pay the government fee on your behalf where you want us to, and track the application until the licence reaches you. What we will never claim

Harsiddhi Services is a private documentation firm. We are not the RTO, not a driving school, and not connected to the licensing authority. The knowledge test and the driving test are conducted by the authority, the pass-or-fail decision is the examiner's, and the licence is issued only by the RTO. Anyone who promises you a licence "without test, guaranteed" is describing something that is either illegal or a scam — walk away from it. What can honestly be promised is a clean application, and that is what we promise.

Here is everything on this one page, because licence needs rarely come alone: the learner's licence that starts every new driver's file, the permanent licence and the newer training-school route to it, renewals with their unforgiving dates, duplicates for lost or damaged cards, address changes for people who have moved, and the International Driving Permit for those about to travel. Step one

Learner's licence: where everyone starts

No one gets a permanent driving licence directly. The law puts a learner's licence first — a provisional permission that lets you practise under supervision while you prepare for the real test. It is issued after a computer-based knowledge test on traffic rules, road signs and penalties, and it is commonly valid for six months. Two other numbers matter just as much: the permanent licence test can generally be taken only after 30 days from the learner's licence issue date, and it must be taken within the learner's licence validity. Let the six months lapse and you are usually back at the start.

Eligibility is set by vehicle class. The commonly applicable ages are:

The application itself is where we earn our fee. The classes you tick on the learner's application decide what your permanent licence can later cover — applying only for a two-wheeler and then wanting a car licence means a second application, a second fee and a second wait. The documents must agree with each other before the portal will move: age proof, address proof and the Aadhaar record all telling the same story. And the test slot has to be booked at the right office on a date you can actually make. We get all of that right in one sitting, then send you the confirmed slot with a plain-language note on what the knowledge test covers.

The test is yours — but it is not hard

The knowledge test questions come from the official traffic rules and signs material, and most prepared applicants clear it comfortably. We point you to the official material and tell you honestly: an evening's preparation is usually enough. What we cannot do is sit it for you, and no honest service can.

The main event

Permanent licence: the RTO test — or the training-school route

Once the learner's waiting period is over, the permanent driving licence application goes back through Sarathi: form, documents, fee, and a slot for the driving test conducted by the licensing authority. You bring a vehicle of the class applied for, an examiner watches you drive, and the result is theirs to give. Clear it, and the licence is issued against your record; the card follows.

There is now a second route worth knowing about. Under recent Motor Vehicles rules, candidates who complete a course at a government-accredited driver training centre and pass its internal assessment can be exempted from the RTO driving test when the licence is issued. The idea is to move testing into professionally equipped training institutions; the practical effect, where an accredited centre operates near you, is that your training and your test can happen in one place. Whether a specific centre holds that accreditation, and for which vehicle classes, has to be confirmed at the time you apply — this is a newer system and its coverage is uneven, so we check the current position for Vadodara before you commit to either path.

Which route is better? If you already drive confidently and just need the licence, the classic RTO test is direct and cheap. If you are learning from zero, a good driving school was always worth the money, and accreditation now adds a procedural advantage on top. Either way the paperwork runs through the same portal and trips on the same details, which is the part we take off your plate. One warning we repeat because it matters: the licence validity for private vehicles is commonly 20 years or until you turn 40, whichever comes first — but the date that governs your licence is the one printed on it, and that is the date to diarise.

Renewal: the dates that decide everything

A driving licence renewal is one of the simplest RTO services when it is done on time — an application, a fee, a photograph, a medical certificate where your age or licence category requires one — and one of the most annoying when it is not. The rules work in windows: renew around the expiry date and the process is routine; renew within the permitted grace period after expiry and it still goes through, with an additional late fee; let it lapse beyond the longer statutory window and the licence can die altogether, putting you back into tests you last thought about decades ago.

We deliberately do not print the exact grace periods and late-fee slabs here, because they are set by the Central Motor Vehicles rules and revised from time to time — the figure that matters is the one Sarathi computes for your dates, and we confirm it there before quoting you anything. What we can say without hedging: every month of delay costs money or risk or both, driving on an expired licence is an offence that also complicates insurance claims, and the renewal application itself takes us less time than reading this page. Expired licence and an insurance claim — a bad combination

An accident on a lapsed licence gives an insurer a reason to contest the claim and can expose you personally. If this page has reminded you that your licence expired quietly last year, treat the renewal as urgent, not administrative.

Lost or damaged

Duplicate licence: replacing the card without losing the record

Losing a driving licence feels worse than it is. Your licence is a record in the transport database, not just a card — a duplicate application reissues the card against that record, with your original issue date, classes and validity intact. Nothing restarts.

The application goes through Sarathi against your existing licence number. For a lost card, keeping a police complaint or loss report is commonly advised and sometimes asked for, and a declaration or affidavit about the loss may be needed — we draft that as part of the job, the same way we draft affidavits every day. For a damaged card, the old one is surrendered with the application. Either way you get a fresh card carrying the same entitlements, and in the meantime your licence record remains verifiable digitally against your number.

Address change — and bringing an out-of-state licence to Gujarat

An address change on a driving licence is a Sarathi service backed by valid proof of the new address. Within Gujarat it is usually straightforward. The more involved case is the one Vadodara sees constantly: someone moves here from another state, their licence still shows a Mumbai or Delhi or Jaipur address, and every downstream process — insurance, challans, renewals — now points at the wrong place.

Moving a licence record between licensing authorities can involve a no-objection formality from the original RTO alongside the address change, and the exact requirement depends on your situation — how old the licence is, whether it is due for renewal anyway, what the records show. We assess that before filing anything, because filing the wrong service is how people lose weeks. Often the smart move is to combine jobs: an address change filed together with a due renewal, or alongside the Aadhaar and PAN updates the same move triggered, so your documents stop disagreeing with each other everywhere at once.

That last point is worth a sentence more, because it is the quiet cause of most document pain we see: government records do not talk to each other, and a person who moves once can spend years with three different addresses on file. Fixing them in one coordinated pass — licence, Aadhaar, PAN, ration card — is cheaper and faster than fixing each one the week some office objects to it.

Driving abroad

International Driving Permit: for the trip that is already booked

An International Driving Permit (IDP) is issued by the RTO alongside your valid Indian licence and lets you drive in a large number of foreign countries, generally for up to a year. Car-rental counters abroad ask for it, many insurers expect it, and several countries will not recognise an Indian licence without it. The application needs a valid driving licence, a passport, and typically evidence of travel such as a visa, along with the prescribed forms, photographs and medical declaration.

The single most important thing about an IDP is the calendar. People remember it two weeks before a flight, discover their driving licence expires mid-trip or their passport is due for renewal, and suddenly one application has become three. What you need to apply

RTO document requirements vary by service, but they draw from one familiar pool — and the golden rule across all of them is that the details must match. A date of birth that differs between your school certificate and Aadhaar, or a name spelt three ways across documents, will stall a licence application exactly the way it stalls a passport. The typical set:

  • Proof of age — birth certificate, school-leaving or matriculation certificate, passport, or another accepted record showing your full date of birth.
  • Proof of address — Aadhaar, voter ID, passport, or other accepted records for your current address; this also fixes which RTO your application belongs to.
  • Photographs — recent passport-size photographs to the portal's specification.
  • Medical certificate (Form 1A) — where required, typically for transport-vehicle licences and for applicants above the age thresholds in the rules; a self-declaration of fitness applies in other cases.
  • Existing licence / record details — for renewals, duplicates, address changes and IDPs: the licence or its number, and the old card where it is being replaced.
  • Supporting extras by case — guardian consent for 16–18 applicants, police loss report and affidavit for lost cards, passport and visa for an IDP.

The government fees — for the knowledge test, the driving test, the licence issue, renewals, duplicates and the IDP — are prescribed under the Motor Vehicles rules and collected through the Sarathi portal at the time of application. They are modest, they occasionally get revised, and the portal computes the exact amount for your service and dates, including any late fee on an overdue renewal. That live figure is the one to trust, and it is the one we show you before you pay it.

Our professional fee is a fixed charge quoted in writing before any work begins. What the fee is really buying

Not access — anyone can use Sarathi free of charge, and we will say so plainly. What you are paying for is the application not bouncing: the right service head, matching documents, a slot you can make, and someone whose day job is noticing the detail that would have cost you a second visit. For most working people, one saved morning at the RTO pays for the fee on its own.

What goes wrong

Where driving licence applications actually fail

The RTO does not reject applications at random. The failures cluster, and each of these has come through our door as a re-do of someone's DIY attempt:

  1. Name or date-of-birth mismatch across documents. The single biggest killer. Aadhaar says one spelling, the school certificate another, and the application freezes. The durable fix is aligning the documents — sometimes via a gazette name change — before applying, not after.
  2. The learner's licence quietly expiring. Six months feels like forever until month five. Miss the window and the fee, test and waiting period all reset. We diarise the date for every learner client.
  3. Applying under the wrong service or wrong office. Renewal filed as duplicate, address change filed at the old jurisdiction, transport class requested without the experience it requires — each one costs a full cycle.
  4. Wrong vehicle classes on the learner application. Ticking only the two-wheeler box and later wanting a car licence means starting a second application from zero. Decide the classes once, at the start, properly.
  5. Missing the medical certificate where it applies. Transport applicants and older renewers can need Form 1A from a registered practitioner. Turning up without it wastes the slot.
  6. Paying an agent for a "guaranteed licence". The saddest one. There is no legal shortcut past the test, and money paid for one is money gone — sometimes along with original documents. If an offer sounds like that, read our anti-fraud notice before paying anyone, including us.
