Most agents quote you a service fee, then add the government fee at the counter. We put both in one figure so you know the total before you say yes.

The two things ₹300 does not cover

We would rather tell you here than at the counter. In both cases the government's own charge is larger than ₹300, so no honest agent can absorb it.

  • Delivery to a foreign address. The government fee alone is ₹1,011–₹1,017. We quote the exact total before starting.
  • Reactivating an inoperative PAN. PAN–Aadhaar linking carries a ₹1,000 statutory late fee paid to the Income Tax Department, not to us.

Three routes to a PAN — and the one that costs nothing

You want a PAN in your hand, not a tutorial on tax infrastructure. So here is the shortest honest version of your options — including the route where you pay nothing at all — followed by what our fee actually buys you.

Route one is free. If you are an adult individual who has never been allotted a PAN and your Aadhaar carries a linked mobile number, the Income Tax Department's own Instant e-PAN facility issues a digitally signed e-PAN PDF at no charge, usually within hours. We tell every walk-in about this route before quoting anything — if it fits your case, take it and keep your money.

Routes two and three are the processors. Protean (formerly NSDL e-Gov) at tinpan.proteantech.in and UTIITSL at pan.utiitsl.com handle everything the free route excludes: physical cards, corrections, reprints, minors, firms, and name changes backed by gazette proof. Both feed the same Income Tax Department database and work to the same prescribed government fees, listed in the fee table further down this page.

Rule changes

What changed on 1 April 2026 — Forms 93 to 96

The Income-tax Act, 2025 replaced the 1961 Act from 1 April 2026, and PAN paperwork changed with it. Half the rejected applications we now see at our counter trace back to people following pre-2026 guides. The old Forms 49A and 49AA are discontinued for new applications. In their place:

Corrections now run on their own new change-request form as well; we confirm the current form number on the Protean portal at filing time rather than printing it here, since the rollout is still settling.

The form numbers are the least of it. Four substantive changes matter more in practice:

  • Aadhaar is no longer accepted as proof of date of birth. This is the change that catches the most people. You now need a birth certificate, passport, driving licence, or school-leaving/matriculation certificate showing your full date of birth. Aadhaar still serves for identity and address.
  • The photograph specification changed. The prescribed photo is larger than the old 3.5 × 2.5 cm size — roughly 5 × 3.5 cm on the new forms. We size and print photos to the current form specification at the centre, so bring yourself, not a studio print.
  • A mobile number is now mandatory for every applicant, and a residence address is mandatory for individuals — even salaried applicants who previously gave only an office address.
  • Title, abbreviated-name and nickname fields are gone. Shri and Smt prefixes, short-form names, pet names — all removed. The name goes in exactly as your proofs state it, which makes spelling consistency across documents more critical than it has ever been.

New applications

Apply for a new PAN card: who needs one, what to bring

Any person whose income is taxable needs a PAN — individual, HUF, firm, LLP, company or trust. So does anyone running a business or profession above the threshold turnover, and anyone entering the specified financial transactions: opening bank accounts, buying property or vehicles, making investments above prescribed limits. In practice, almost every adult opening a serious bank account in Vadodara ends up needing one, employed or not.

Documents for an individual Indian applicant

Three categories of proof, and since April 2026 they are no longer interchangeable the way they used to be:

How we run a new application at the centre

  1. Eligibility screen. First question we ask: have you ever held a PAN, even decades ago? A forgotten PAN from a first job means we trace it, not apply fresh — a duplicate PAN attracts a penalty of up to ₹10,000.
  2. Free-route check. If instant e-PAN fits you, we say so and show you the portal. Plenty of people still prefer us to sit alongside them; that is your call, made with the facts in front of you.
  3. Document matching. We lay your proofs side by side and compare every character — name, father's name, date of birth. Discrepancies get resolved or worked around before submission, not discovered by the processor three weeks in.
  4. Form 93 filing. Paperless with Aadhaar e-KYC where your records support it; physical mode where they do not. Photo taken to the current specification at our office.
  5. Tracking to delivery. You get the acknowledgement number the same day. We track it until the e-PAN and the physical card actually arrive, and we chase the processor if anything stalls.

PAN for minors

Children can hold PAN. A parent or guardian applies as the Representative Assessee, the card is issued without the child's photo or signature, and grandparents gifting investments is the most common reason we see for wanting one. Two things to know: the free instant e-PAN route is closed to minors, so the application goes through Protean or UTIITSL at the normal fee, and once the child turns 18 the card must be upgraded to a regular one — with photo and signature — through a change request. The guardian's own documents and the new Representative Assessee sections of Form 93 have to be completed carefully; this is one of the fiddlier applications, which is exactly why people bring it to us.

Timelines, honestly: after documents clear verification, Protean and UTIITSL applications commonly complete in about one to two weeks for e-PAN plus card dispatch. Neither processor publishes a guaranteed turnaround, so if someone quotes you a fixed day count, they are guessing.

What the government charges — and where it sits inside your ₹300

We publish this table because you deserve to see the split. These are the government-prescribed processing fees at Protean, inclusive of GST — the amounts that go to the processor whoever helps you, us or another agent or nobody at all. For the two rows in bold below, the fee is already inside our ₹300; you pay us ₹300 and nothing else. The rows for foreign addresses are the reason our ₹300 is scoped to Indian delivery: the state's charge alone is more than three times our whole price.

Two fee facts worth knowing. The ₹50 reprint applies only when nothing on the card changes — a lost or damaged card carrying the same data. And correction requests are charged on the same schedule as new applications, around ₹101–107 for India, not at the reprint rate. We track the live figures on Protean's fee page, because processor fees do get revised from time to time.

What this means for your wallet

A new PAN or correction to an Indian address costs you ₹300 with us, full stop. Roughly ₹101–107 of that reaches the government; the rest pays for the work — checking every character against your Aadhaar, choosing the right processor and route, filing it correctly the first time, and chasing it until the card arrives. If a processor fee is revised upward, that is our problem to absorb within the ₹300, not a surprise we pass to you mid-job.

Corrections

PAN correction online: name changes, DOB fixes and everything between

A correction — formally a change request — updates the data held against your PAN. The number itself never changes. You tick only the fields being corrected, attach proof of the changed data, and a fresh card is printed with the same ten characters on it. Sounds simple. The failure mode is always the proof: the processor wants a document from its prescribed list that establishes the new value, and "my Aadhaar says so" is frequently not enough.

The corrections we handle most

Name change after gazette publication. This is our home ground. When a name or surname has been changed through the Gujarat Government Gazette, the published notification is the proof the PAN processor wants. The sequence matters: gazette first, then PAN change request with the gazette copy attached, then a cascade of updates to Aadhaar, bank and employer records so every database agrees. We run the gazette-for-PAN process end to end from this office, and if you have not started the gazette yet, that page is where to begin. For a marriage name change, the marriage certificate is generally accepted directly, without a gazette — one of the few shortcuts in this field that actually exists.

Date of birth correction. Post-April-2026, the proof must be a birth certificate, passport, driving licence or matriculation certificate carrying the full date. School-leaving certificates from Gujarat boards work well here. Aadhaar does not, whatever an older website tells you.

Father's name, photo and signature. Faded card photos from the 1990s, signatures that no longer match the bank's records, a father's name spelt three ways — all fixable on the same change-request form, each with its own proof requirement.

Address updates. The address on PAN records determines where the card is delivered and which assessing officer holds your file. Moving within Vadodara or beyond, the update is straightforward with current address proof.

How the correction flow runs

We verify your proofs against the prescribed list, complete the change-request form ticking only the fields that change, submit online through Protean, and track the acknowledgement to delivery. Where the case started as a name change, we usually plan the whole chain with you on day one — gazette, PAN, then Aadhaar — because doing them in the wrong order creates the very mismatches that block applications. Rejections

Why PAN applications bounce — the patterns we keep seeing

Nine years of doing this work produces a short, stable list of failure causes. None of them are exotic.

  • Name or DOB mismatch between the application and Aadhaar, or between the application and the proof documents. The single biggest cause, by a distance.
  • Aadhaar submitted as DOB proof after 1 April 2026. Guides written before the rule change are still circulating, and applications following them fail.
  • Photo and signature faults — low-quality prints, wrong dimensions on the new forms, or the classic error of signing across the photograph when the form says otherwise.
  • Documents outside the prescribed list, expired proofs, or copies missing required attestation.
  • Applying fresh when a PAN already exists. The system flags it, the application dies, and the applicant risks the penalty of up to ₹10,000 for holding two PANs.
  • Inoperative-PAN symptoms mistaken for card errors — the card is fine; the linking is not. A correction application will not fix a linking problem.

Every one of these is preventable with twenty minutes of careful document comparison before submission. That comparison is, in plain terms, the core of what you pay a professional for.

What we charge, and what no agent can do

₹300, all in, for a new PAN or a correction to an Indian address — the government processing fee from the table above is inside that figure, not bolted on at the end. It stays ₹300 whether your job is a straightforward Form 93 filing or a name change that has to be reconciled against a published gazette notification. The only two exceptions are stated plainly further up this page: dispatch to a foreign address, and the ₹1,000 statutory late fee for PAN–Aadhaar linking, which is paid to the Income Tax Department rather than to us. You will not discover a charge after the fact, because there is nothing left to discover.

What we cannot do — and neither can anyone else

PAN is allotted by the Income Tax Department through its appointed processors. No agent can speed up processor verification, guarantee an issue date, get a rejected proof accepted, or make an inoperative PAN operative without the prescribed fee and linking. Our value is on the front end — correct forms, matched documents, the right route, and follow-up that does not stop until the card is in your hand. Approval always rests with the department.

PAN card questions we answer every week

Is there a PAN card office in Vadodara?
There is no single government PAN office you can walk into — PAN is processed centrally through Protean (formerly NSDL) and UTIITSL, working through authorised centres. What Vadodara has is counters that file and track applications properly. Ours is on the first floor of Hare Krishna Complex at Chhani Jakatnaka Circle: bring your documents, we check them against the current rules before anything is submitted, and the whole job — new PAN or correction — is ₹300 all-inclusive.
Is there really a free way to get a PAN card?
Yes. The Income Tax e-filing portal issues an instant e-PAN free of charge if you are an adult individual who has never held a PAN, your Aadhaar is active, and your mobile number is linked to that Aadhaar. You get a digitally signed PDF, not a physical card. If you meet those conditions we will tell you so and point you to the portal — charging for something the government gives away is not how we work.
What are Forms 93, 94, 95 and 96?
From 1 April 2026 the Income-tax Act, 2025 replaced the old PAN application forms. Form 93 is for individual Indian citizens (it replaces 49A), Form 94 for Indian firms, companies, HUFs and trusts, Form 95 for foreign-citizen individuals (replacing 49AA), and Form 96 for foreign entities. Old 49A/49AA applications are no longer accepted for new PANs.
Can I still use Aadhaar as date-of-birth proof for PAN?
No. From 1 April 2026, Aadhaar is no longer accepted as proof of date of birth for PAN applications. You now need a birth certificate, passport, driving licence, or a school-leaving/matriculation certificate that shows your full date of birth. Aadhaar still works for identity and address proof, and it remains the basis of paperless e-KYC applications.
How much does a new PAN card cost in 2026?
Through us it is ₹300, all-inclusive, for a new PAN delivered to an Indian address — our work and the government processing fee in one number, with nothing to pay afterwards. For reference, the government-prescribed fee sitting inside that ₹300 is ₹101 paperless or ₹107 through physical mode. Both are quoted openly before any work starts.
What does a PAN correction cost?
The same ₹300 all-inclusive price as a new PAN, for an Indian delivery address — whether you are fixing a spelling, a date of birth, a photo or signature, or a name change backed by a gazette notification. The processor charges corrections on the same schedule as new applications, around ₹101–₹107, not at the ₹50 reprint rate, and that charge is already inside our ₹300.
Does my PAN number change after a correction?
Never. Your ten-character PAN stays with you for life. A correction updates the data held against it — name, date of birth, photo, signature, address — and a fresh card is printed, but the number on it is the same one you already quote to your bank and employer.
I changed my name through the Gujarat Gazette. How do I get it onto my PAN?
File a change request ticking only the name field, and attach the published gazette notification as proof of the new name. For a marriage name change, the marriage certificate is generally accepted instead. Once the corrected card arrives, update Aadhaar, bank records and your employer so all databases match — mismatches between PAN and Aadhaar cause problems later.
Can a minor get a PAN card?
Yes — a parent or guardian applies as the Representative Assessee, and the card is issued without the minor's photo or signature. The free instant e-PAN route is not available for minors, so the application goes through Protean or UTIITSL with the normal fee. After the child turns 18, a change request converts it to a regular card with photo and signature.
What happens if my PAN is inoperative?
An inoperative PAN blocks refunds, stops interest on refunds, pushes TDS to higher rates (20% instead of the normal rate in many cases), and trips up bank and investment KYC. Reactivation means paying the ₹1,000 fee through e-Pay Tax on the e-filing portal, then submitting the Link Aadhaar request. The portal indicates the PAN becomes operative again within roughly a month; plan around that, not around a fixed date.
Why do I still have to pay ₹1,000 to link PAN with Aadhaar?
The free linking window closed on 30 June 2023. Anyone linking after that pays a ₹1,000 late fee via e-Pay Tax before the Link Aadhaar request will go through. People who took PAN using an Aadhaar enrolment ID had until 31 December 2025 to supply the actual Aadhaar number; those PANs went inoperative from 1 January 2026 and no extension has been announced.
How long does a PAN application or correction take?
The free instant e-PAN typically arrives within a few hours of Aadhaar OTP validation. Applications through Protean or UTIITSL commonly take about one to two weeks for the e-PAN and physical card after documents clear verification, though neither processor publishes a guaranteed turnaround, so treat these as working estimates rather than promises.
Is it illegal to hold two PAN cards?
Holding more than one PAN attracts a penalty of up to ₹10,000. This usually happens by accident — someone forgets an old PAN from a first job and applies afresh years later. If you suspect you already have one, tell us; the right move is to trace and surrender the duplicate, not to apply again.
Do you visit government offices for me, or is this all online?
PAN applications are processed by Protean and UTIITSL online — there is no queue at an income-tax office for this work. What we do at our Chhani Jakatnaka centre is prepare the application correctly: match every spelling against your proofs, pick the right form and documents under the post-2026 rules, submit, and follow the acknowledgement until the card arrives.
