MSME registration online is free. So what is the ₹200 for?

Read this before paying anyone — including us

The official portal, udyamregistration.gov.in, says it in so many words: "Registration Process is totally free. No Costs or Fees are to be paid to anyone." It also warns against fake sites. No private agency, website or person is authorised by the government to conduct MSME registration. Whatever you pay us is a professional service fee, freely chosen by you — never a government charge.

So why hand us ₹200? Because the certificate is not the product — a correct government record is. Your Udyam entry decides how a bank classifies your loans, how tender portals treat your bids, and whether the delayed-payment protections actually attach to your invoices. Filed with the wrong NIC code or the wrong PAN behind it, it quietly misdescribes your business in a database every other system trusts — which is worse than having no registration at all.

Now compare the alternatives. Lookalike private portals dress this same free process in emblems and urgent countdown timers and charge ₹1,500 to ₹3,000 — operations the Ministry of MSME itself warns against. Eligibility

Who qualifies as an MSME — the limits that changed in April 2025

Nearly every business we serve in Vadodara qualifies, and most owners are surprised by how high the ceilings now sit. The classification limits were raised substantially with effect from 1 April 2025:

Three reading notes on that table. The criteria are composite — you must sit within both limits for a category, and crossing either one moves you up. Export turnover is excluded from the turnover figure, a deliberate nudge to exporters. And the numbers are self-feeding: the portal pulls your actual investment and turnover from ITR and GST data, so the classification reflects your filings rather than your claims.

Who does that leave in? The kirana store and the ₹90-crore component manufacturer alike. Proprietorships, partnerships, LLPs, companies, HUFs — all register. Traders, service providers and manufacturers all count; the old manufacturing-versus-services distinction in the limits is gone. Freelancers and home businesses qualify too, provided there is a real business activity with a PAN behind it.

If your operation is brand new and has neither ITR history nor GST yet, registration is still possible on declared figures — this is common for fresh proprietorships, and it is worth pairing with a conversation about GST registration too — a separate decision with its own thresholds, and one we can settle in the same sitting.

Process

One sitting, three numbers, no documents to photocopy

Udyam is the rare government process with no document uploads. Everything runs on self-declaration plus automatic data pulls. What the portal needs from you is three identifiers and one working mobile phone:

  • Aadhaar number of the proprietor, managing partner, karta (for an HUF) or authorised signatory (for a company or LLP) — with the Aadhaar-linked mobile alive and in hand, because the whole flow gates on that OTP.
  • PAN — the entity's own PAN for partnerships, LLPs and companies; the proprietor's personal PAN for a proprietorship. PAN and GSTIN have been mandatory for Udyam since April 2021.
  • GSTIN, where the business is required to hold one — turnover and investment then flow in from GST and ITR databases automatically.

Here is how the sitting at our Chhani Jakatnaka office actually goes, most days inside fifteen minutes:

  1. Pre-checks before we touch the portal. We confirm your Aadhaar mobile is receiving OTPs, that the name on Aadhaar matches PAN records, and — for firms — that we are holding the entity PAN, not a partner's personal one. These three checks kill the three most common failures in advance.
  2. Activity mapping. We translate what your business actually does into the correct NIC codes. A fabrication workshop that also does erection work, a trader who also services what he sells — real businesses rarely fit one code, and the portal allows several. Choosing them well matters later for tenders and schemes.
  3. Portal entry and OTP. The form is filled on the official portal, with you present or on the phone for the Aadhaar OTP. We never store your OTP and never proceed on a code you have not knowingly shared for this purpose.
  4. URN generation and certificate download. Once the portal generates your permanent Udyam Registration Number, we download the e-certificate, hand you the PDF, and show you how to pull it yourself from the portal any time — the download is free, forever.
  5. The five-minute debrief. Before you leave: what the certificate is worth at the bank, what the 45-day payment rule means for your invoices, and when to come back for an update. Most agents skip this part; it is arguably the most useful ₹0 of the ₹200.

The certificate

What the Udyam certificate shows — and how others verify it

The output of all this is an e-certificate carrying your permanent Udyam Registration Number — a URN in the pattern UDYAM, then the state code (GJ for Gujarat units), then the district and serial digits. Confirm your own certificate's exact string against the portal record; the URN is permanent and never needs renewal.

Alongside the number, the certificate records your classification (micro, small or medium), the NIC codes describing each activity, the date of incorporation or commencement, and the enterprise's official address. Its most modern feature is the dynamic QR code: scanning it opens the live portal record, so a bank officer or tender scrutineer sees current data rather than a printout that might be years stale. That live link is why a correctly maintained record matters more than a nicely framed certificate.

Everything about the certificate is free at the portal — issuance, updates, re-downloads. There is no such thing as a government "certificate fee", a "renewal fee" or a "print charge". If a website asks for one, you are on the wrong website.

One enterprise, one URN. All branches and all activities — manufacturing and services together — live under a single registration. The system rejects duplicates, and unwinding an accidental double registration is genuinely tedious, which is reason enough to get it right once.

What the URN actually gets you

We will not hand you the usual forty-line list. Four benefit families do most of the real work for the businesses we register, and each deserves an honest sentence about its limits.

Bank credit on better terms

Registered MSMEs fall within banks' priority-sector lending targets, and micro and small enterprises can access collateral-free credit under the CGTMSE guarantee scheme. In practice this means your loan application enters a category banks are measured on. It does not mean automatic approval — creditworthiness still decides — but the URN is increasingly the first document an MSME loan officer asks for, ahead of even the GST certificate.

The 45-day payment rule

This one has teeth. Under the MSMED Act, 2006, a buyer who accepts goods or services from a registered micro or small enterprise must pay within 45 days. Beyond that, compound interest runs at three times the RBI bank rate, and the MSE Facilitation Council route — filed through the MSME Samadhaan portal — exists to pursue the claim. For a small Vadodara supplier invoicing a large corporate, the URN quietly changes the negotiating weather. Related tax-side provisions penalising buyers for late payment to MSEs exist as well; how they apply under the new Income-tax Act is a conversation for your tax adviser rather than a line we will overstate here.

Tender doors that open

Government tenders commonly exempt micro and small enterprises from tender fees and earnest money deposits, and public procurement policy reserves a share of purchases for MSEs. The concessions differ tender to tender, so read each document — but tender portals ask for your URN at registration, and without it those boxes simply cannot be ticked. Bidders usually need a digital signature as well; our DSC service issues Class 3 certificates, typically within 24 hours.

Schemes and subsidies

Interest subvention programmes, ISO certification reimbursement, electricity-duty concessions and a rotating cast of Gujarat industrial-policy incentives generally require Udyam registration as the qualifying credential. Scheme details change with budgets and notifications, so we deliberately avoid promising any specific subsidy here — the honest statement is that without a URN you are ineligible for most of them, and with one you can apply. The Ministry's scheme list at msme.gov.in is the reference point.

Afterwards

Registration is permanent. The data is not.

Your URN never expires and costs nothing to keep. What changes is the data behind it. Because the portal draws investment and turnover from your ITR and GST filings, your classification is recalculated as those filings land — a growing business drifts from micro toward small without filing anything extra. Reclassification upward or downward follows the portal's timing rules, which we would rather you read in current form on the portal than trust to a paraphrase here, because the wording has been revised before.

What needs your attention, practically:

  • Address, activity and contact changes — update the record when you move premises, add an activity or change the registered mobile/email. Updates are free on the portal; we do them for clients as part of ongoing work.
  • Category boundaries — if a tender or loan product depends on you being micro or small, know where you stand against the limits before your filings push you over. A surprise reclassification mid-bid is avoidable.
  • Legacy registrations — old Udyog Aadhaar (UAM) and EM-II numbers are no longer valid; the migration window closed long ago. If your paperwork still says UAM, the practical fix is a fresh Udyam registration, and we check for conflicts first.

What can go wrong

Six mistakes our ₹200 exists to prevent

Every one of these has walked through our door as a repair job. Repairs cost more than the original fee, in time if not in money.

  1. Paying ₹2,000 to a lookalike portal. Private websites styled to resemble the government portal charge heavily for the free process and sometimes file it wrong anyway. The Ministry's own warning could not be blunter: no one is authorised to charge for registration.
  2. OTP failure from a dead Aadhaar mobile. If the mobile linked to Aadhaar is lost or inactive, the registration cannot even start. The fix is an Aadhaar mobile update first — see the current rules in our Aadhaar update guide — then Udyam.
  3. Wrong PAN behind the registration. Partnerships and companies must register on the entity PAN. Registrations filed on a partner's or director's personal PAN misclassify the enterprise and surface later at the bank, at the worst possible moment.
  4. Careless NIC codes. Activity codes chosen in a hurry — or copied from a template — can leave your actual line of business unrepresented, which matters when a scheme or tender checks eligibility by activity.
  5. Duplicate registration. A second URN for the same enterprise is not permitted. It happens when an owner forgets an old registration or a previous consultant never handed over credentials. We search before we file.
  6. Aadhaar–PAN name mismatch. When the two records disagree on your name, validation fails. The repair runs through PAN or Aadhaar correction first — work we also handle, described in our PAN card service page.

How long does Udyam registration take?
The filing itself takes minutes once the details are in order — it is an online, Aadhaar-OTP based registration with no documents to upload — and the Udyam certificate is normally generated immediately or within a day or two of successful submission. Almost every delay we see comes from mismatched details: a PAN that does not agree with Aadhaar, or bank and business particulars entered inconsistently. We check those before filing, which is why our registrations rarely bounce.
What do I need to prepare for a Udyam certificate?
Four things: the proprietor's or authorised signatory's Aadhaar with its linked mobile number available for the OTP, the business PAN (or personal PAN for a proprietorship), basic business particulars — name, address, activity, and investment and turnover figures — and bank account details. No certificates, no uploads, no fees to the government. Our professional fee is ₹200 flat.
Is Udyam registration free on the government portal?
Yes, completely. The official portal udyamregistration.gov.in states in plain words that the registration process is totally free and that no costs or fees are to be paid to anyone. Our ₹200 is a professional fee for doing the registration correctly on your behalf — it is not a government charge, and anyone presenting a fee as a government requirement is misleading you.
Then why pay Harsiddhi Services ₹200 at all?

Who counts as micro, small or medium in 2026?
Under the limits effective 1 April 2025: micro means investment up to ₹2.5 crore and turnover up to ₹10 crore; small means investment up to ₹25 crore and turnover up to ₹100 crore; medium means investment up to ₹125 crore and turnover up to ₹500 crore. Both tests apply together — crossing either limit moves you up a category. Export turnover is excluded from the turnover calculation.
What documents do I need for Udyam registration?
Almost none, which surprises people. The process is self-declaration based with no document uploads. You need the Aadhaar number of the proprietor, managing partner, karta or authorised signatory with its linked mobile active for OTP, the business PAN, and the GSTIN where the business holds one. Investment and turnover figures are pulled automatically from ITR and GST records.
Does a small shop or a freelancer need Udyam registration?
Need is the wrong word — it is not compulsory for running a business. But it costs nothing on the portal, takes minutes, and opens the door to priority-sector lending, delayed-payment protection and scheme benefits. For traders, freelancers and home businesses in Vadodara we usually say: if you invoice other businesses or ever want a bank loan on business terms, register.
What does the Udyam certificate actually contain?
A permanent Udyam Registration Number (URN), your classification as micro, small or medium, the NIC codes describing your activities, the date of incorporation or registration, and the official address — plus a dynamic QR code that anyone can scan to see the live portal record. It is issued online only; there is no physical certificate and no renewal fee.
What is the delayed-payment protection everyone mentions?
Under the MSMED Act, 2006, buyers must pay registered micro and small enterprises within 45 days of accepting goods or services. Delay attracts compound interest at three times the RBI bank rate, and the MSE facilitation council mechanism (accessible through the Samadhaan portal) exists to pursue such claims. In our experience this is the single most practically valuable benefit for small suppliers chasing large buyers.
Does Udyam registration help with government tenders?
Registered micro and small enterprises get tender-fee and earnest-money-deposit exemptions in many government tenders, plus public-procurement preferences under the procurement policy. The exact concessions vary tender to tender — read each tender document rather than assuming — but the URN is the entry ticket, and tender portals ask for it.
I registered years ago under Udyog Aadhaar. Is that still valid?
Old Udyog Aadhaar (UAM) and EM-II registrations were required to migrate to Udyam, and the migration window closed long ago — unmigrated UAMs are no longer valid. If your registration predates the Udyam system, bring it to us and we will check its status and register the enterprise afresh on the current portal if needed.
Can one business have two Udyam registrations?
No. One enterprise gets one Udyam number covering all its activities and branches — manufacturing and services included. Filing a second registration for the same enterprise is not permitted and creates a mess that takes real effort to unwind. Multiple genuinely separate entities (say, two companies with different PANs) each register separately.
What happens to my classification if my turnover grows?
The portal recalculates your category from the investment and turnover figures flowing in from ITR and GST filings, so classification updates are largely automatic. Moving up or down a category follows the portal's reclassification rules and does not take effect overnight — check the current wording on udyamregistration.gov.in or ask us to review your record if a category change would affect a loan or tender.
How fast will I get the certificate, and is ₹200 really the whole fee?
When Aadhaar OTP works and PAN-GST data matches, registration typically completes in one sitting and the e-certificate is available immediately after the portal generates the URN. ₹200 is our entire professional fee for a standard registration — there is no government fee on top, because the portal is free.
