What an e-stamp certificate actually is

When a bank, a court or a sub-registrar asks whether your document is properly stamped, you want to answer yes — verifiably, for the exact amount, with nothing to redo. That is exactly what an e-stamp certificate gives you, and it is why we put our clients' documents on it as a matter of course.

The tax itself has not changed. Stamp duty is what the State of Gujarat charges on executing instruments — agreements, affidavits, bonds, conveyances and dozens more listed in the Schedule to the Gujarat Stamp Act, 1958. What changed is the proof. Instead of pre-printed vendor paper in fixed denominations, an e-stamp is a computer-generated certificate produced at the moment of payment, for any exact amount, recording the parties, the duty and the date, with the underlying record held in a central database. Every certificate carries a Unique Identification Number (UIN) and a 2D barcode that can be checked online in under a minute — which is why forged e-stamps are caught far faster than forged physical paper ever was.

One boundary we always explain before taking a job: the e-stamp proves the tax was paid, not who signed. An affidavit still needs notarisation after stamping, in that order — and having both handled at one desk is precisely what saves you the second trip.

The machinery

Who runs e-stamping — and why Gujarat was first

The national e-stamping system is operated by StockHolding Corporation of India Limited — StockHolding, still widely called SHCIL — which the Ministry of Finance, Government of India appointed as the Central Record Keeping Agency (CRA). StockHolding runs the Computerised Stamp Duty Administration System, C-SDAS, the database into which every e-stamp certificate is written the moment it is generated.

Gujarat has a particular claim here: it was the first state in India to launch e-stamping, in 2007. The push came after stamp-paper scams nationally had made physical paper's weaknesses impossible to ignore — vendors' stock could be faked, and verifying a paper meant tracing a physical register. A centrally recorded certificate closed that gap. From Gujarat's start, the system has since spread to more than 23 states and union territories.

Alongside the SHCIL channel, Gujarat's own revenue machinery runs GARVI (garvi.gujarat.gov.in), the portal of the Inspector General of Registration and Superintendent of Stamps. GARVI handles online e-payment of stamp duty and registration fees for registrable documents, the official stamp-duty calculator, and sub-registrar appointment booking. For a typical affidavit or agreement you will deal with the SHCIL-side certificate; for a property registration, the GARVI e-payment route enters the picture. Knowing which channel a given office expects is half the practical knowledge in this field, and it is precisely the kind of thing worth asking before you pay rather than after.

Getting one

How an e-stamp certificate is issued

Certificates reach the public through a small set of authorised channels:

  • StockHolding branches — the CRA's own counters.
  • Authorised Collection Centres (ACCs) — banks and other entities StockHolding has appointed, which in Gujarat includes licensed stamp vendors and entities holding ACC appointments.
  • Online at shcilestamp.com — with online printing where the state has enabled it.
  • Courier delivery options for certain online orders.

At the counter, the operator captures the details that will be printed on the certificate: the description of the document, the article of the Schedule under which duty is being paid, the names of the parties (typically first party, second party, and who is bearing the duty), the consideration where relevant, and the duty amount. Payment can be made in cash or by cheque, demand draft, NEFT/RTGS or card, depending on the centre.

Here is the part most people underestimate: the details captured at that counter are permanent. An e-stamp naming the wrong first party, or describing a "rent agreement" when the instrument is actually a leave-and-licence, or citing the wrong article, creates a mismatch between the certificate and the document it is supposed to support. Fixing it is not a matter of correcting a typo — it generally means a fresh certificate. This is why we take the draft document, or at least the exact party names and purpose, before the stamping is done, not after.

What the certificate shows — and how anyone can check it

Pick up any e-stamp certificate and you will find the same anatomy: the certificate number (the UIN), the date and time of issue, the state, the article and description of the document, the names of the parties, the party who paid, the duty amount in figures and words, and the 2D barcode. Every one of those fields is mirrored in the C-SDAS database.

Verification is open to anyone, not just officials. At shcilestamp.com, the "Verify e-Stamp Certificate" option asks you to select the state, enter the certificate number, the stamp duty type or document description, the certificate issue date, and the security code printed on the certificate itself. The screen then shows you what the database holds. StockHolding's mobile app can shortcut the typing by scanning the 2D barcode.

Make this a habit whenever an already-stamped document comes to you from the other side of a transaction — a rent agreement a broker hands you, a bond a borrower produces. If the on-screen record and the paper disagree in any field, or the UIN returns nothing, stop. We run this check as a matter of course on documents clients bring in, and it costs nothing to do.

The law underneath

Stamp duty in Gujarat — what the Act requires of you

The charging law is the Gujarat Stamp Act, 1958, and it has just been through its most significant revision in years: the Gujarat Stamp (Amendment) Act, 2025, which came into force on 10 April 2025. The amendment reworked several entries in the Schedule — the restructuring of lease and leave-and-licence duty being the change most ordinary clients feel, since the old flat-figure habits no longer apply and rates now turn on the term and rent of the arrangement.

Three consequences of the Act are worth carrying in your head even if you never read a section of it:

  • Duty attaches to the instrument, not the deal. The same transaction papered two different ways can attract two different duties. What the document is, under the Schedule's articles, determines what you pay — which is why classification is the first thing we settle.
  • An unstamped or under-stamped document is inadmissible in evidence. The agreement still exists, but the moment you need to enforce it — the moment it actually matters — a court cannot receive it until the deficiency is made good, with penalty. People discover this years after signing, at the worst possible time.
  • Rates change, and printed charts go stale. Any figure you found in a 2024 blog post predates the 2025 amendment. The authoritative source is the Schedule itself and the state's official calculator on the GARVI portal.

For property matters specifically, the widely applied structure is conveyance duty of 4.9 per cent (basic duty plus surcharge) with a registration fee of 1 per cent on top — and Gujarat has run a registration-fee concession for property registered in a woman's sole name. Treat these as orientation, not gospel: confirm the current figures for your transaction on GARVI or with the Sub-Registrar, because concessions and surcharges are exactly the entries that get adjusted.

Notice a pattern in that table: the small fixed-duty documents (affidavits, bonds, PoA) are the ones people get stamped casually and incorrectly, while the percentage-duty documents get professional attention because the money is large. The legal consequence of a defective stamp is the same inadmissibility either way. A ₹50 affidavit stamped under the wrong description fails just as completely as an under-stamped sale deed.

Which mode a particular office will accept for a particular instrument is not uniform, and this is genuinely a case where local knowledge earns its keep. Where it goes wrong

Mistakes that undermine a stamping

Almost every defective stamp we see traces back to one of six causes:

  • Wrong document description or article. The certificate says "General Agreement" but the instrument is an indemnity bond, or a leave-and-licence is described as a lease. The duty paid may even be wrong; either way the mismatch invites objection.
  • Wrong or misspelt party names. The names on the certificate should match the executing parties on the document. A certificate naming a director personally when the company is the party is a recurring example.
  • Stamping after execution. Duty is meant to be paid before or at execution. Signing first and stamping later, a depressingly common sequence, exposes the instrument to deficit-duty and penalty proceedings.
  • Reusing or recycling a certificate. One certificate supports one instrument. Attaching an e-stamp bought for an earlier, abandoned transaction to a new document is a defect, not a saving.
  • Photocopies standing in for the original. The executed original with the original certificate is the stamped instrument; a photocopy of an e-stamp attached to a fresh signature page is worthless.
  • Under-stamping value-based instruments. On percentage-duty documents, understating consideration to shave the duty creates a liability that surfaces at registration or in litigation, with penalty attached.

In Gujarat, stamp duty on a partnership deed is linked to the capital the partners bring in — the schedule pegs it at 1% of the capital contribution, subject to a ceiling of ₹10,000. Stamp schedules do get revised, so we confirm the figure current on the day against the schedule before issuing, and then issue the exact e-stamp with the deed details correctly filled — the detail most self-service attempts get wrong.
What exactly is an e-stamp certificate?
